Pharmacist to the northern emirates: the MOHAP license, DataFlow and the Prometric exam, step by step
A step-by-step guide for pharmacists who studied outside the UAE and want to work under the federal Ministry of Health and Prevention (MOHAP): the order of the evaluation, DataFlow, exam and license steps, the fees and timings we could confirm, and what you must check yourself.
Last checked: 30 October 2026. MOHAP's website did not open from our network, so its facts come from Wayback Machine copies of its pages (dated December 2024) and search summaries, and are marked. The unified PQR (3rd version, April 2025) was read in full.Written by Omar Mahmoud, BSc Pharm, licensed pharmacist (SCFHS, Egypt MOH)
This is an incomplete guide. Every live mohap.gov.ae page we tried failed to load on 30 October 2026, so the MOHAP facts below come from archived copies of the official pages (December 2024) or search summaries, not from the live site. Check the live page for anything dated since. Open the MOHAP evaluation page and the pharmacist licensing service yourself before you pay for anything.
This guide is general information, not legal or immigration advice. MediHelp is not affiliated with MOHAP, DataFlow or Prometric.
The path, step by step
MOHAP licenses health professionals for Ajman, Umm Al Quwain, Fujairah and Ras Al Khaimah, according to a consultancy summary (another page from the same consultancy says only parts of Ras Al Khaimah). Dubai uses DHA, Abu Dhabi uses DOH and Sharjah has its own authority, SHA. The order below combines MOHAP's pages with DataFlow's and Prometric's.
Check the qualification requirements
MOHAP says foreign graduates must show clinical experience and a valid professional license from outside the UAE in the same specialty, and that the qualification must be recognised under the Unified Qualification Requirements (PQR) (MOHAP evaluation page, search summary). MOHAP's pharmacist licensing page, archived 4 December 2024, lists at least 2 years of experience, a practice gap of no more than 2 years and an assessment certificate valid for 5 years; check the live page. The pharmacist title requirements are in the unified PQR (3rd version, April 2025), which you can read on the DOH PQR page.
Find the pharmacist route on the evaluation page
The MOHAP evaluation page lists fees for physicians, nurses and allied health, and tells pharmacists to use a separate link for the pharmacist evaluation, which it says does not go through the Evaluation System. We could not identify where that link goes. Open the page, find the sentence for pharmacists and follow it, then log in with UAE PASS.
Submit the evaluation application and pay
For health professionals in general, MOHAP's steps are: log in with UAE PASS, submit the online application under the Healthcare Professionals category, attach all documents (including any earlier DataFlow report and exam-exemption documents) and pay before submitting. Service time is 5 working days. Whether the pharmacist route follows the same screens is not confirmed.
Pay for and complete the DataFlow verification
MOHAP sends you to DataFlow for primary source verification. DataFlow's MOHAP page lets you choose Apply Now from the MOHAP portal, a new application, a transfer of an old report, or a status check. You track the case number there and can download the Letter of Authorization template. After the verification fee is settled, MOHAP issues your eligibility number for the exam (DataFlow's 2023 blog). MOHAP's pages say the file then goes to a scheduled test, or the evaluation certificate is issued without an exam if you attached exemption documents (search summaries).
Book the Prometric exam with your eligibility number
Prometric hosts a MOHAP page (UAE Ministry of Health and Prevention). To schedule you need your MOHAP eligibility number and one valid government photo ID with a signature, or your passport if you test outside your country of citizenship. Prometric allows at most 3 attempts to schedule, and cancelled or missed appointments count. Prometric's page could not be opened directly, so this is from a search summary.
Sit the exam and receive the evaluation certificate
MOHAP does not publish the pharmacist exam's question count, duration or pass mark that we could find. Vendor figures of 100 to 150 questions and 2 to 3 hours are unconfirmed. Once you pass, MOHAP issues the evaluation certificate.
Your employer files the license application
The pharmacist license service is applied for by the facility for its pharmacy staff. MOHAP lists 5 working days, an AED 100 application fee and an AED 1,000 license fee, paid electronically (licensing of pharmacists, page archived 4 December 2024). So you need a job offer from a licensed pharmacy before the final step.
Renew on time
MOHAP's renewal service for pharmacists takes 3 working days, costs the same AED 100 plus AED 1,000, and uses UAE PASS. Applicants aged 60 or over need an EHS medical fitness certificate (renewal service, search summary). MOHAP's renewal infographic reportedly asks for 20 CME hours for the in-charge and second pharmacist and 10 for an assistant pharmacist (search summary, not read directly). The license validity period is not confirmed.
Who this guide is for
Pharmacists with a degree from outside the UAE who plan to work in an emirate regulated by MOHAP. MOHAP regulates the northern emirates listed below, according to consultancy summaries. Sharjah has its own authority.
Federal Decree-Law 38 of 2024 on the pharmacy profession replaced the 2019 law and has been in force since 2 January 2025, according to law-firm summaries. We did not read its text.
Documents checklist
Academic and scientific certificates and transcripts.
Experience certificates from employers.
Home-country license or registration and a Good Standing Certificate (the unified PQR, which MOHAP co-issues, requires one not older than 6 months).
Exam-exemption documents, if you qualify.
Passport, residence and Emirates ID copies, a job offer or contract and a labour card, listed by a vendor for the license stage.
Criminal clearance certificate and a character reference, listed by the same vendor.
Attestation, translation and certified-copy rules: not found. Ask MOHAP before you pay for attestation.
Documents authenticated with the UAE PASS Digital Seal are accepted, per MOHAP's page.
DataFlow primary source verification
DataFlow screens your credentials for MOHAP. The official DataFlow page gives no amount or duration for MOHAP.
A 2023 DataFlow blog gave about 14 working days on average. A consultancy gives 15 to 25 working days and another table gives 4 to 8 weeks. Treat all as estimates.
MOHAP accepts a transferred DataFlow report, so reuse an existing report if you already have one.
Applications made on or before 31 August 2024 are tracked on an older status page; newer ones use your account.
The MOHAP exam
The pharmacist exam format is not published by MOHAP that we could find. Prometric delivers it and, according to a search summary of its MOHAP page, shows the booking rules there.
A vendor blog from 2023 gives a pass mark of 60% and a Prometric fee of USD 130. A consultancy says vendors quote 50% to 70% and that MOHAP publishes none. Treat both as unconfirmed.
Attempts: DHA's licensing manual counts 3 failed attempts across all UAE authorities and allows a fourth only with permission (clauses 5.26 and 7.3). The unified PQR (3rd version, April 2025, clauses 1.5.4 to 1.5.6) sets the same shared limit across DHA, DOH, MOHAP and SHA, with one last attempt in another authority. Prometric's page limits scheduling attempts to 3 (search summary).
A consultancy says MOHAP does not accept other authorities' exam results, but MOHAP's evaluation page (search summary) mentions sitting the exam through DHA or DOH and an Instant Transfer service for a valid license from another authority. Ask MOHAP before you rely on a DHA or DOH pass or license.
An eligibility number is reported to be valid for about 15 days (consultancy, unconfirmed): book promptly.

After you are licensed
Renew through MOHAP's online service with UAE PASS before the license expires.
MOHAP's pharmacist licensing page, archived 4 December 2024, lists an assessment certificate valid for 5 years and a practice gap of no more than 2 years; check the live page.
MOHAP offers separate services for re-licensing, transfer of a pharmacist license and a Good Standing Certificate (AED 300, 3 working days, per a search summary), which help if you move between employers or authorities.
The Emirates Drug Establishment handles medicine registration and pricing, not individual pharmacist licenses, according to secondary sources.
Common pitfalls
Assuming a DHA or DOH exam pass or license carries over to MOHAP without checking.
Letting an application sit idle: a consultancy reports automatic cancellation after about 60 days.
Trying to file the license yourself: the employer facility files it.
Exceeding the 3 attempts shared across the UAE authorities.
Missing the eligibility number's validity window.
Using recalled questions.

Frequently asked questions
Which emirates does MOHAP cover?
A consultancy summary lists Ajman, Umm Al Quwain, Fujairah and parts of Ras Al Khaimah. Dubai is DHA, Abu Dhabi is DOH and Sharjah is SHA. Confirm your emirate with the authority.
Can my employer license me before I pass the exam?
Not without an evaluation certificate. A DataFlow blog lists a valid assessment certificate among the license documents, and the facility files the license after the evaluation.
Is MOHAP the same exam as DHA?
Not necessarily. A consultancy says each authority runs its own exam, but MOHAP's evaluation page (search summary) mentions sitting the exam through DHA or DOH. The 3-attempt limit is shared across UAE authorities. Ask MOHAP which route applies to you.
Do I need the Emirates Drug Establishment?
No. It deals with medicines and establishments, not pharmacist licenses, according to secondary sources.
Does MediHelp have a MOHAP question bank?
Not yet. MediHelp's UAE banks will have original practice questions written from official reference lists, not real exam questions.
